One good addition to S3 is the way that your character is affected when he is shot.
Remember back on socom 1 when you used to sometimes go down on one knee when you were shot, well S3 has brought back small effects of being shot.
On S3 your vision goes blurry sometimes when you are shot, and sometimes it affects firing your gun.
I suspect that it depends on where you are shot, I think your eyes go blurry if you are shot in the back, and that you struggle to fire your gun when you are shot in the arm, but I'm still trying to work it out.
The hit system is definitely more dependant on where you shoot people - if you shoot people in the head / chest etc they go down with minimal bullets, but if you hit them in the arms / legs they take alot more bullets to go down.
